Recommendations:
“That PWS2010-023 be approved and
1) that Council approve Staff Report PWS2010-023 accepting the consulting engineering services of IBI Group Limited to undertake the 2010 Columbia Street West Class Environmental Assessment, Erbsville Road to Fischer-Hallman Road at an estimated price of $322,700 (excl. GST);
2) that Council approve additional funding of $19,700 (excl. GST) to increase the total budget for this project to $322,700 (excl. GST), which will be funded from Development Charges in 2013 from the design and construction portion of the project, and
3) that Council authorize the Mayor and Clerk to sign the professional consulting agreement between the City of Waterloo and IBI Group Limited.”

Executive Summary:
...
The final Environmental Study Report (ESR) will ultimately plan and drive the detailed design and construction of this road currently estimated in the 10 Year Capital Program at around $11.8 million, one of the highest costing road reconstruction project in the City to date. It is therefore critical that the ESR be developed and completed to a level of confidence that the City of Waterloo can move forward into the detailed design and construction state.

Background:
On November 16, 2009 Council approved Staff Report PWS2009-51 which included the advancement of the Class Environmental Assessment portion of the Columbia Street West (Erbsville Road to Fischer-Hallman Road) project from 2012 to 2010 at an estimated cost of $303,000 as identified in the 10 Year Capital Program. This estimated cost was developed a few years ago and was based upon available information at the time. The reconstruction of Columbia Street between Erbsville Road and Fischer-Hallman Road is currently scheduled to commence in year 2013 with completion in 2015.

PRESENTATION OF ROADWAY DESIGN ALTERNATIVES

The City of Waterloo has retained IBI Group to undertake a Schedule ‘C’ Municipal Class Environmental Assessment (EA) for improvements to Columbia Street West from Erbsville Road to Fischer-Hallman Road. City and Regional traffic growth forecasts show the need and justification for operational and capacity improvements to Columbia Street West to serve the existing and forecasted movement of motor vehicles, public transit, cyclists and pedestrians along this route. Clair Creek and associated wetlands and riparian habitats provide natural environment features within the study area.

The second of three planned Public Information Centres is being held to present and receive input on the roadway design alternatives that have been prepared by the study team for Columbia Street from Fischer-Hallman Road to Erbsville Road. The public is encouraged to attend this PIC to learn more about the design alternatives, the environmental and transportation impacts of the alternatives and how they will be evaluated to select the preferred designs.

NOTE: The final selection of preferred designs, based in part on public input provided at this session, will be presented at the final public open house later this year.

Responses collected will be included as part of the project. Following this Public Information Centre, and upon approval of City of Waterloo Council, a Notice of Completion will be issued for the project. The notice will provide information on when and where the Environmental Study Report findings and recommendations will be made available for public review.
