Mine has a permanent layer of frozen food at the bottom.. but it'll come out in the spring. I don't bother with bags anymore, just some layers of newspaper.

Driving past it today I didn't notice the characteristic blue triangle form on the roof of the buildings, so it might be that they're not part of it anymore. Disappointing, as I go there quite often.
