The Ontario Planning Act requires municipalities to determine every five years if a review of their Official Plan is necessary. The existing City of Waterloo Official Plan was approved in 1990 and is based on data and information from the late 1980s. Much has changed since that time, therefore it is important to renew the Official Plan to reflect the current values and aspirations of the community and establish a plan that will guide Waterloo for the next 25 years.
Historically, the majority of population and economic growth in Waterloo has been accommodated by expansion of new neighbourhoods and employment areas at the edge of the city. This will no longer be the case. Provincial and Regional plans and policies have changed. They encourage and, in some cases, mandate a more compact city form and that growth be accommodated by intensification and redevelopment of existing urban areas rather than by new urban development at the edge of cities. This fundamental shift will have a profound effect on the City of Waterloo. A new Official Plan is needed to set a strategic direction by which the community can continue to evolve and prosper.
Progress to Date
Staff have tabled a total of 6 Discussion Papers with Council in 2009 and 2010. These Discussion Papers present draft policies on 5 key theme areas. Discussion Papers tabled to date include:
• City Form Discussion Paper (DS-09-08), April 2009;
• Arts, Culture, Heritage, Recreation and Leisure (DS-09-30), May 2009;
• Networks and Transportation System Discussion Paper (DS-09-22), June 2009; and,
• Economy Discussion Paper (DS-09-44), September 2009.
• Environment, Energy and Mineral Aggregates (DS-09-63) January 25, 2010 (New)
• Plan Introduction and Implementation (DS-09-56) January 25, 2010 (New)
In addition to the Discussion Papers above, 2 Background Studies have been prepared that support the Official Plan Review. These documents are:
• Commercial Policy Review, April 2009; and
• Employment Areas Review (DS-09-62), August 2009.
Staff aim to release the final Discussion Paper “Land Use Designations and Mapping” over the next few months, following which, staff will initiate a public consultation process that will deal comprehensively with the proposed policies set out in all of the papers. As part of that consultation process, staff anticipates that public workshops and/or open houses will take place early 2010 (approximately May, 2010).

Recommendation:
“That DS2010-022 be approved and that Council direct staff to:
1) pursue the process steps described in Section 3.0 of Report DS2010-022 which will result in Council consideration of the new Official Plan in early 2011; and
2) provide an update to the Province with regard to the status of the City Official Plan Review and specifically, that Council consideration of the Plan is targeted for early 2011.”
One final Discussion Paper, "Land Use Policies and Mapping", is underway and following its completion, public consultation for all Discussion Papers will begin.
3.0 Proposed Revised Process/Timeline
Recognizing the challenges noted above, staff proposes the following timeline, which would delay Council's consideration of the Official Plan by approximately 6 months (i.e. from Fall 2010 to early 2011).

City council’s finance chair is worried about the implications of delaying Waterloo’s official plan.
Approval of the plan, which lays out planning policy in the city for decades to come, has been pushed back until the New Year, meaning a newly elected council will be in charge of the approval.
That worries finance chair Coun. Ian McLean, who had hoped this iteration of council would get to finish the process it initiated.
“One reason I’m disappointed is that we didn’t finish this on our watch,” McLean said. “There are some risks to not getting this done.”
One problem could be that it takes time to “break in” a new set of councillors — get them up to speed and in tune with processes, McLean said.
There will be at least one new face at the table after October’s election. Coun. Jan d’Ailly is vacating his seat in Ward 6 in order to run for mayor. Of the remaining incumbents, McLean and Coun. Mark Whaley have yet to declare their intentions to run.
McLean also doesn’t want to see the official plan face further delays and would like to see it approved as soon as possible.
“There has to be some thought into how to do the Coles Notes of this study,” he said.
Planning staff outlined the reasons for the delay at a meeting earlier this month.
The main culprit was the region’s official plan, which was approved last summer and is pending approval from the province.
Since the city’s plan is tied so closely to the region’s, the city had to wait for regional approval to make sure the plans would synch up.
But that doesn’t account for all the delays, said Janice Mitchell, a development planner with the city. “We underestimated the amount of work at the back end of the process,” she said.

After being in contact with someone at Waterloo City Hall, Im happy to learn that one of the things being talked about in the official plan is to see density be calculated by the number of bedrooms as opposed to the number of units. That should result in a significant drop in the number of 5 bedroom units we see.

Second draft of official plan available for public consultation

A public open house will be held on Wednesday, July 20 to provide residents with an informal opportunity to speak to staff about the second draft of the City of Waterloo's official plan. It will be held in the atrium of the Waterloo City Centre building, 100 Regina St S., from 1 to 3 p.m. and 5 to 8 p.m.
A formal public meeting will be held in September, during a regularly scheduled council meeting, to provide the public with an opportunity to present comments directly to council. A date has not yet been set for this meeting.
Concepts outlined in the draft official plan are as follows:
Recognition of Waterloo's diminishing land supply for development
Encouragement of intensification within designated nodes and corridors, such as uptown Waterloo and King Street.
Encouragement of mixed-use development
Promotion of intensification
Protection of employment areas for future employment use
Provision of a foundation for rapid transit
Planning for infrastructure with a focus on maximizing existing networks and recognizing capacity challenges
Environmental planning that identifies local features and standardizes environmental protection policies
Increased opportunities for active transportation
Conservation of cultural heritage resources
Identification of uptown Waterloo as a growth centre
Promotion of the concept of complete communities
Increased focus on economic diversity
A city's official plan is the primary strategic document used to guide growth and change in a community over a span of twenty years. The official plan has a direct impact on how residents live, work, shop, learn and play.

I like that they've finally committed the length of King St to mixed use zoning.
I had to read a lot, but "Commercial" zoning appears to permit most mixed-use uses, which was my primary concern when I looked at the map. (http://www.waterloo.ca/Portals/57ad7180-c5e7-49f5-b282-c6475cdb7ee7/DS_COMMUNITYPOLICY_documents/DraftOP2_A.pdf)
I'm very disappointed in the Columbia corridor between King and Philip. With the large number of new residents in the area, along the full length of Columbia, insisting on maintaining the zoning as "Low Rise Residential" is ignoring the needs of those who live there. When you allow 100s of students to move somewhere, and yet the closest services are up to kilometer away, you're not creating a good living environment. The area of Columbia between Albert and Hazel needs to become a minor service node.

What a wasted opportunity. The entire OP does not seem to understand the idea of a street as the unit of planning. Instead, we get clumps of residential, clumps of commercial, and clumps of employment. Some clumps can have little pieces that secretly belong to other clumps, but only little ones. The talk is about reducing surface parking and getting people out of their cars, but minimum parking requirements are still sacred.
The city apparently knows best that this side of a street Ought To Be Primarily Commercial, and this other side of the street Ought To Be Primarily Residential. The gall of "we planners know best about the right mix of uses and we need to protect the market and the public from being able to make their own decisions"....
Oh, and sprawl to the limits of the city, of course.
You want to know why we can't have nice things? Go talk to the City of Waterloo planners.

Go to the Draft Plan (http://www.waterloo.ca/Portals/57ad7180-c5e7-49f5-b282-c6475cdb7ee7/DS_COMMUNITYPOLICY_documents/DraftOP2.pdf), and you can see the details of what is allowed under "Commercial". (PDF page 205)
In addition to planning for a range of retail, office and service commercial uses to
be permitted within commercial land use designations, this Plan provides for
additional uses to be considered as complementary or ancillary uses. These
include community uses, residential, institutional, entertainment and
accommodation uses as outlined in the policies of this Chapter.
So "Commercial" is fairly anything goes.
Now, this might be more restrictive when you get down to the individual detail zoning

Yes, there's certainly bureaucratic momentum in the old ways of separated-uses. I prefer to see this as baby steps in the right direction. King, Erb, Weber and University seem to be falling more in line with your ideal.
A thing I noticed in the Plan is that they are "discouraging surface parking", but that is mostly in the form of requiring structured parking instead, which is unfortunately onerous on developers who may not need as much parking. They claim to allow adjustable parking requirements based on the availability of other modes of transport, but there's very little in terms of details. To me, it sounds like this will take the form of where you just have a better case when you meet the Committee of Adjustment to have your number of spots reduced... but you'll still need to go to the CoA.
As a followup to my initial comments:
I went to the open house, and voiced my specific concerns (Columbia St mixed use, Lester-Phillip pedestrian link). They seemed receptive to my comment about allowing a mixed use area, or a service node in the vicinity of Columbia/Albert-Hazel, but of course it was very non-committal. And a telling thing is that I was told that the Northdale study is bounded on the north by Columbia St, which is to say, that the south side is in the study, but the north side is not. I find this to be a bit absurd. I've been put on the Northdale study contact list, and I might be able to voice this concern at a later date.
My comment on a Philip-Lester link was noted, and they said how they've had a walk-about in the area, and noticed the same thing. Councillor Jeff Henry noted that making a public path would be expensive, since the city would have to buy the land. Jeff theorized a plan where WCRI gets a traffic light on Philip that they've wanted for years, in exchange for giving land for a pathway. I noted that time is of the essence, to secure the Lester side of the link before it gets redeveloped.

Waterloo's plan is missing the mark on complete communities. The suburbs that exist will remain the same in this plan. To me it means that the car will be king here for a very long time. :(

It's not too late! This is a draft OP, and has not been approved by Council. I don't think that the views of much of the current Council are in line with the reality of what this draft OP means on the ground. If they are made aware of the discrepancies, perhaps the content might change.

I saw that there were going to be Council meetings. Sounds like something worth registering for as a delegation and encouraging them to plan like it's 2011, not 1960. I assume someone's going to post information about the scheduling of this Council meeting.

Hopefully - though I don't believe it's been set yet. However, I don't think one has to wait until the formal public meeting to make Council aware of your concerns. You can always register as a delegation, and you can always email or call your councillors with your concerns.

The City of Waterloo is nearing completion of a comprehensive review of the City Official Plan. A proposed Official Plan has been prepared and an Open House has been scheduled for February 29, 2012 pursuant to S.17(16) of the Ontario Planning Act for the purpose of giving the public an opportunity to review and ask questions about the proposed Official Plan.
A copy of the proposed Official Plan and staff report DS2011-062 (including a consultation document), as well as all background documents related to the Official Plan Review, can be downloaded from the City’s website at www.waterloo.ca/planitwaterloo (Refer to the documents section). Copies of the proposed Official Plan and the consultation document can be viewed at the Waterloo City Centre, Development Services (2nd Floor),100 Regina Street South, Waterloo.
Questions or comments about the City Official Plan Review process may be submitted to planitwaterloo@waterloo.ca. “That Council request
“1) that the Region of Waterloo defer its decision for the City of Waterloo Official Plan as it relates to the Road Classification for:
i) Avondale Avenue South, between Erb Street West and Allen Street West;
ii) John Street West, Westmount Road to Park Street; and
iii) Allen Street West, John Street West to Park Street.
2) that the deferral be shown on Schedule “E” – Road Classification, Schedule “G” – Road Allowances and in Table 5-2: Road Allowances
3) that the deferral be resolved following the completion of the UpTown West Neighbourhood Transportation Study to be undertaken by the City of Waterloo; and
4) that staff be directed to prepare draft Terms of Reference for a Task Force for an UpTown West Neighbourhood Transportation Study and report back to Council in November.”
5) that the Region of Waterloo defer its decision for the City of Waterloo Official Plan as it relates to the Road Classification for:
i) Allen Street East from Mary Street to Erb Street;
ii) John Street East from Dodds Lane to Moore Street.
6) that the deferral be shown on Schedule “E” – Road Classification, Schedule “G” – Road Allowances and in Table 5-2: Road Allowances;
7) and that the deferral be resolved following a Mary-Allen Transportation Study.”
