New courthouse planned for downtown

Downtown Kitchener will be the site of the new consolidated courthouse, Kitchener Centre MPP John Milloy announced today.
The multi-million-dollar courthouse will be built on a 3.3-acre site bounded by Frederick, Weber, Duke and Scott streets. A parking lot and some offices, including a lawyer’s office, now occupy the site.
This state-of-the-art facility will bring three existing courthouses – two in Kitchener and one in Cambridge – under one roof.
The province has purchased the site and Milloy said the tendering process to seek proposals from the private sector to build the facility will be starting soon.
Construction is slated to start in 2010.

WATERLOO REGION - Local politicians, judges and lawyers hailed the choice of downtown Kitchener as the site of a long-awaited new courthouse.
"I think it hits the mark," Justice Pat Flynn of Kitchener Superior Court said after the announcement yesterday by Kitchener Centre MPP John Milloy.
The multi-million-dollar courthouse will be built on a 3.3-acre site bounded by Weber, Frederick, Duke and Scott streets.
Except for a few businesses fronting Frederick Street, including a law office, the site is now a parking lot. The new address will be 59 Weber St.
The state-of-the-art courthouse will bring under one roof three existing courthouses -- two in Kitchener and one in Cambridge.
Construction is to begin in 2010, but officials yesterday did not know how long it will take or how much it will cost.
Cambridge Mayor Doug Craig was "very disappointed" the province didn't consider his city as a site for a consolidated courthouse. "We are trying to revitalize our core area like everybody else and this will hurt us."
Attempts to keep the courthouse at 99 Main St. open after the new one is built have failed, Craig said.
Court operations will also be moved out of the existing courthouses at 20 Weber St. and 200 Frederick St. in Kitchener.
Milloy announced plans for the consolidated courthouse almost three years ago to the day. People attending his announcement yesterday at Kitchener City Hall criticized the province for dragging its feet on a much-needed project.
"It is very frustrating that this has taken so long," said Flynn, whose Superior Courthouse is so crammed he and another judge have offices in former boiler rooms. "It is about time that politicians in Queen's Park recognize the depth and breadth of this region."
Flynn said the Superior Courthouse was built in 1959 to hold two courtrooms. Six courtrooms are now squeezed into the building, and security is inadequate.
"It is a very, very inadequate place for the operation and administration of justice."
The chosen site for the new courthouse is fitting, he said, since it is the site of the region's first county courthouse.
Kitchener Coun. Kelly Galloway said the project will be "another significant step" in the revitalization of the city's core. "We are extremely pleased."
Regional Chair Ken Seiling said the location fits with regional goals of infilling and developing city cores, although he's hoping for an earlier construction date. "Let's keep the pressure on the province and may be we can get the ball rolling faster."
The region owns the building housing Superior Court, and Seiling said there are plans to renovate it to house regional offices. The province owns the Kitchener courthouse and leases the Cambridge one.
Bill Moore of the Ontario Realty Corp. said the province will consider what to do with the Kitchener building once the court operations move out. He said the province's purchase of the Weber Street site should be completed in a few weeks after all environmental and soil tests are completed.
The next step will be the calling of proposals to build the courthouse from the private sector, Milloy said. The courthouse is part of the province's five-year plan to spend more than $30 billion in Ontario's infrastructure.

Boarding has been set up to prepare for demolition.
So there's nothing put up around the building at the corner of Frederick and Weber. Same with half of the building on the right of the block. The half of the building that currently has the Downtown Community Health Centre looks like it'll be staying too.
So if both of these stay, I hope they build the courthouse around them and don't leave this part empty. They should do their best to have as much sidewalk integration as possible. They have the ability to do it on all sides of the development, they should do so!

Group to build region’s new courthouse chosen
KITCHENER — A group made up of some of the country’s biggest developers and financial service firms has been selected as the preferred bidder for the region’s new multi-million dollar consolidated courthouse.
Mississauga-based Integrated Team Solutions will design, build, finance and maintain the building that will occupy a city block at the corner of Frederick and Duke streets.
The project will bring the region’s three provincial courthouses — two in downtown Kitchener and one in downtown Cambridge — into one multistorey building housing 30 courtrooms and eight conference rooms.
“There are still obviously some details to be worked out between the Ministry of the Attorney General and the proponent that’s come forward but my understanding is, once those details are worked out, we should see shovels in the ground later this spring,” said Kitchener Centre MPP John Milloy.
“I think it’s great news for our community.”
Integrated Team Solutions is comprised of Fengate Capital Management/LFP Infrastructure Fund, EllisDon Corporation, Norr Limited/Aecome Services, SNC Lavalin Profac and CIT Group Securities.
The consortium is already involved with several high-profile public building projects, including the Toronto South Detention Centre and Woodstock General Hospital.
It’s also on the short list of bidders for a similar consolidated courthouse project in Thunder Bay, the St. Joseph’s Healthcare Hamilton West 5th Campus and a modernization project for the OPP that includes building new detachments, regional headquarters and forensic identification units.
The new regional courthouse project will be financed by several banks and insurance companies including Sun Life Assurance Company of Canada, the Bank of Montreal and the National Bank of Canada.
The new building will also meet environmental benchmarks set out by the Leadership in Energy and Environmental Design rating system.
The cost of the project won’t be released until all the contracts are signed and the financing rate is set in February, said Jennifer Sclisizzi of Infrastructure Ontario, the crown corporation that oversees the province’s larger building projects.
The city has issued demolition permits for two vacant buildings being torn down on the site. That work should be finished by the end of the month. It has not yet issued any building permits.
Sclisizzi said the project timelines won’t be confirmed until all the contracts are signed.
“But, we are working toward substantial completion in mid-2013,” she said.

Great news! Looking forward to seeing some renderings/drawings for this project. Or at least some specifics about the project. At least we know it'll be "multi-storey."
I was looking for some renderings for the Woodstock General Hospital but couldn't find any. If someone comes across some post them please, it could give us an idea of what to expect.

KITCHENER, ON, Jan. 18 /CNW/ - The Ministry of the Attorney General and Infrastructure Ontario announced today that Integrated Team Solutions (ITS) is the preferred proponent selected to design, build, finance and maintain the new Waterloo Region Consolidated Courthouse. As the preferred proponent, ITS is in the process of negotiating a final contract with The Ministry of the Attorney General and Infrastructure Ontario.

Today's announcement signifies that all contractual steps have been completed and construction can begin. ITS will begin mobilizing equipment on the site over the next few weeks, with an official groundbreaking ceremony to follow.
The new facility, to be located at Duke and Frederick Streets in downtown Kitchener, will improve courthouse services by consolidating the Superior Court of Justice and Ontario Court of Justice, currently operating in three locations across Waterloo Region.
The construction project will provide a boost to the regional economy by directly and indirectly creating and supporting thousands of jobs. At the peak of construction, it is estimated that 250 workers will be on site daily. Construction of the new courthouse is expected to be completed in early 2013.
The Waterloo Region Consolidated Courthouse project will be delivered using an Alternative Financing and Procurement (AFP) model. ITS will receive annual payments from the province over a 30-year period. Payments cover construction, building maintenance, life-cycle repair and renewal, and project financing. Life-cycle repair and renewal will ensure that heating and cooling systems, windows, floors and roofing structures, for example, are kept in excellent working condition over the 30-year period. The annual payments are comparable to a fixed-rate mortgage, with maintenance and repair expenses included. The total cost of the contract with ITS is approximately $766 million after 30 years. In today's dollars, this is equivalent to approximately $379 million.

The contract with ITS
The Waterloo Region Consolidated Courthouse project will be delivered using an Alternative Financing and Procurement (AFP) model. Under the terms of the project agreement, ITS will receive annual payments from the province over a 30-year period. These payments cover design, construction, project financing and building maintenance for 30 years after construction. The contract with ITS is for $379 million in net present dollars, to be delivered by a fixed completion date. The project agreement also makes ITS responsible for any design issues, project management and sub-contractor coordination, increases in construction material prices and labour costs, schedule and project completion delays, and other related construction risks. In the past, the public sector assumed these risks; however, the AFP model now transfers these risks to the private sector - to ITS, in this case.
The province's 30-year maintenance agreement with ITS will ensure that the physical components of its new facilities - roofing structure, windows, floors, elevators, heating and cooling systems and other components - are kept in excellent working condition over the term of the agreement. Under the project agreement, if the building requires a new roof or a new boiler, the private sector replaces and pays for it.
Annual payments to ITS
The annual payments to ITS are comparable to a fixed-rate mortgage with maintenance and repair expenses included. For example, if a homeowner signs a mortgage agreement today, the homeowner commits to the cost of the house in today's dollars (this is known as the "net present value"). However, over the lifetime of the mortgage, the homeowner pays monthly mortgage payments plus the costs of updating and maintaining the house during that period. In the case of the Waterloo Region Consolidated Courthouse project, while the cost of the contract in net present dollars is equivalent to $379 million, after 30 years, this will total approximately $766 million.
Annual payments to ITS are performance-based. Payments can be withheld if ITS does not meet the agreed-upon performance standards.

Mega courthouse to cost taxpayers $379 million

KITCHENER — The new provincial mega-courthouse slated for the Duke and Frederick Street block will cost taxpayers an estimated $379 million over the next three decades.
The province will own the building and the land over the 30 year term, but the project will be designed, built, financed and maintained by the Mississauga-based consortium, Integrated Team Solutions.
The province announced yesterday it had signed contracts from ITS to start the work.
The consolidated courthouse will bring the region’s three provincial courts — two in downtown Kitchener and another in Cambridge — under one roof.
The multistory building will contain 30 courtrooms, 38 judicial rooms and eight conference settlement rooms. It will meet environmental benchmarks set out by the Leadership in Energy and Environmental Design rating system and include a three-story atrium to bring in natural light.
It will also have a high-tech accessibility component, with infrared hearing assistance as well as barrier-free witnesses boxes and spectator seating areas.
The province is using a so-called Alternative Financing and Procurement model to pay for the project, which means that the private sector puts up the initial financing and is responsible for bringing it in on time and on budget.
According to Infrastructure Ontario, the model is more efficient for taxpayers in large infrastructure projects because the private sector assumes the cost for construction delays and cost overruns.
Kitchener Centre MPP John Milloy said there’s a “desperate need” for a facility like this in the region and the project has been on the books for sometime. The alternative model was carefully selected for this project, he said, and represents what the province sees as best investment of taxpayer dollars.
“There’s been a lot of due diligence,” he said. “I think its good news all around for those involved with the court system, the construction industry and Kitchener’s downtown.”
Durham Region’s recently opened consolidated courthouse was constructed under the same model and cost around $334 million.
Integrated Team Solutions — comprised of Fengate Capital Management/LFP Infrastructure Fund, EllisDon Corp., Norr Limited/Aecome Services, SNC Lavalin Profac and CIT Group Securities — was selected by the province as the preferred bidder in January.
Details about the project’s cost weren’t released until Wednesday because the contracts hadn’t been signed.
Financing for the new courthouse will be provided by a group of insurance and banking companies including Sun Life Assurance Company of Canada and the Bank of Montreal.
The consortium will start receiving annual payments from the province once all the construction work is completed. ITS will be responsible for building maintenance and life-cycle repairs, like roof or boiler replacements, over the 30 years. After that, it will be turned back over to the province.
Details of the contract between ITS and the province will be made public within 30 days, according to Jennifer Sclisizzi of Infrastructure Ontario.
Demolition on the site has been underway since January and construction is set to begin immediately, she said.
Milloy said the courthouse will deliver good value to a region hit hard by the struggling economy, both in the short and long term.
The province estimates that at the peak of construction 250 workers will be employed at the site and the project will indirectly support thousands of other jobs. The building and the court workers who use it will also help boost Kitchener’s downtown intensification efforts, Milloy said.
Conceptual designs are still being finalized and won’t be released until the official ground breaking. But the design will be contemporary, in line with the city’s new modern urban vision, according to the province.
The building is expected to be complete by early 2013.

Great to get a bit more news on this project. Im anxious for it to get going. I wonder if there'll be much of an underground component to it, be it a basement level or underground parking. Im not sure about the parking because of all the parking commitments they have in other lots (Charles/Benton and KPL). That'll really have an impact on how things go at the start, if they have to do much excavating.
At least we know it'll be at least 3 storeys though.

It is great to hear they plan on starting construction immediately, but a little weird that they are ready to start construction without finalized conceptual drawings. I really like the sound of this project. I hope it really adds to the intensification of Downtown. Another note, having 250 extra workers downtown should help the local restaurants, and coffe shops etc.

I think they meant 250 workers for the construction of the courthouse. There should be far more employees. I can't see the construction workers contributing to the downtown economy that much to be honest with you.
And you're right, its a bit wierd that they havent finished the drawings. Or maybe they are done, just not ready to be released? Or maybe the bones are done but just need some finishing touches? Who knows. Im sure we'll know by the end of the week.

Ya I see it differently. I worked some construction here and sure we'd get coffee, but it'd be on the way to the job site, not typically there. Now if it was more readilly accessable, maybe we would have more. But as for the lunch and dinner, not once. Drinks a couple of times but that's it. It's not common to see a group of construction workers pile into a restaurant for lunch. Not compared to the groups of white collar workers doing the same.

The swing boom of the crane will be operated over City land adjacent to the site, specifically sections of Duke St. and Scott St. An agreement is required for approval to operate over municipal property.
REPORT: Construction of the Provincial Courthouse on the block bounded by Weber St./Frederick St./Duke St./Scott St. requires the use of a construction tower crane on the site. The operation of the crane will entail the hoisting/movement of the crane boom and construction material/equipment above and over portions of Duke St. and Scott St. as illustrated on Appendix “A” attached. Normal use of these roads by pedestrians and vehicles will not be affected by the crane operation. Installation and operation of the crane is anticipated to commence in the later part of May 2010. The renderings were to be released at a groundbreaking ceremony (although it's weird the ground has already been broken). Keep checking the politician's websites (John Milloy (http://www.johnmilloy.onmpp.ca/Events.aspx), etc..) from time to time as I'm sure they'll want a photo op.
If the structure is to occupy the entire site, it is going to be huge.
Iirc there's supposed to be a plaza area, which will eventually allow for expansion. At 355,392 sq feet this will be a huge structure: 50% larger than either the Galleria Towers (236,251 sq ft (http://www.realexproperties.ca/properties.html)) or Market Square (237,593 sq ft (http://www.realexproperties.ca/properties.html)).

Found an update on that, The Canadian Council for Public-Private Partnerships. Looks like an industry association advocating for more P3s. They state that it will be a "5-8 storey building" on their website, , http://www.pppcouncil.ca/pdf/tracker.pdf , it's at the bottom of page 17. Given it probably represents the firms involved I expect it's accurate, but I can't be sure, just found it via Google.

There was a bit of talk regarding the courthouse at the Downtown Advisory Committee meeting this afternoon. Apparently the renderings and site plans are at the EllisDon construction office, but the province has deliberately held them back to date until they decide to go public. The Waterloo Region Consolidated Courthouse (WRCC) development is a state of the art courthouse, being built at Duke and Frederick Streets in downtown Kitchener. This new building will consolidate the Superior Court of Justice and the Ontario Court of Justice, currently operating in three locations across the Waterloo Region. This new seven-storey, 430,000 square foot building will comprise 30 courtrooms. This building will have 100% emergency backup, a fully integrated electronic security system and will also achieve significant new physical security requirements. In particular the program includes a Multiple Accused High Security (MAHS) courtroom for high profile trials. The design responds to the local area by incorporating a Grand River theme throughout the landscaping and major public spaces. The natural forms of the gorge and river extend from the entry plaza into the lobby through curvilinear stone walls, plantings, floor patterns, furniture and light forms. There will be significant landscaping in the civic square at the corner of Frederick and Duke Streets with opportunities for public art. The exterior will comprise of stone, zinc and precast concrete. The project is targeting LEED Silver certification, which focuses on energy efficiency, healthy indoor environments and reduced greenhouse gas emissions. The project began in March 2010 and is scheduled for completion March 2013.

I love it!
Very grand, impressive modern building and it looks like it will have quite a prominent public square. It makes me wonder why they bothered holding back the renderings for so long. I was getting worried about what was in store for a while. Not only am I relieved, but I'm excited!
Now comes the question about what to do with the other courthouse buildings in the region...

The new multi-storey building will have space to accommodate 30 courtrooms.
The construction project will provide a boost to the regional economy by creating and supporting thousands of jobs. At the peak of construction, it is estimated that 250 workers will be on site daily. Construction of the new courthouse is expected to be completed in early 2013.
As a part of the government’s commitment to creating and promoting energy conservation in Ontario, the new facility will be built to Leadership in Energy and Environment Design (LEED) Silver standard, which focuses on energy efficiency, healthy indoor environments and reduced greenhouse emissions. The building will also feature a barrier free design including: no courthouse steps, five barrier free courtrooms, infrared hearing assistance, barrier free witness stands, jury boxes and spectator positions in all courtrooms.
Infrastructure Ontario is working with the Ministry of the Attorney General to develop the new courthouse. Infrastructure Ontario is a Crown corporation dedicated to managing some of the province’s larger and more complex infrastructure renewal projects – ensuring they are built on time and on budget.

I was thinking of Oxlea tower. But they're keeping that old courthouse building? I'm not a fan... I'd be thrilled to see that building razed and replaced with something more suitable for such a central location.

Are you guys referring to the "old" county court house on Weber between Queen and Frederick? I am shocked that anyone could think it merits demolition. It is only about forty-five years old! Maybe you are thinking of a different building?

KITCHENER – It will be seven storeys of sleek glass, state of the art security and enviro-conscious design.
And, all in, it will cost the taxpayer about $766 million to construct and maintain for 30 years.
An artist’s rendering of the new Waterloo Region consolidated courthouse, one of the largest construction projects in downtown Kitchener in recent years, was released Tuesday morning during an official groundbreaking ceremony at the Frederick Street site.
When it’s complete in 2013, the consolidated courthouse will bring together superior and Ontario courts spread across the region into one 420,000-square foot building.
“Our court system locally has been fragmented in different buildings that are cramped, that are not readily accessible,” said Kitchener- Centre MPP John Milloy. “We are a growing community, we’re a very important community here in the province of Ontario and we deserve state of the art court facilities.”
The cost of the project will be borne out over 30 years through an alternative financing and procurement agreement. Integrated Team Solutions – comprised of Fengate Capital Management/LFP Infrastructure Fund, EllisDon Corp., Norr Limited/Aecome Services, SNC Lavalin Profac and CIT Group Securities – was awarded the contracts to build, design and maintain the new facility.
The province will start making annual payments to that consortium once construction work is completed. ITS will be responsible for building maintenance and life-cycle repairs, like roof or boiler replacements, over the 30 years. After that, it will be turned back over to the province.
The new courthouse will have 30 courtrooms, five of which will be barrier free. It will also meet environmental benchmarks in design and have the latest technology for hearing assistance.
Demolition and excavation work on the site started several months ago, but a building permit for the building’s foundation wasn’t issued by the city until yesterday.
The construction value for that permit alone is $10.5 million. Because of the extent of the work to be done, the city will issue a series of building permits for different elements of the building.
The permit issued this week includes the construction of two underground levels – one to be used as a detention area and another built as an 84-space parking structure.
The city’s new parking garage at Benton and Charles streets, constructed in part to accommodate increased parking demand, is expected to be completed this fall.

One thing that's really impressing me (asside from the crane) is that they're doing things in multiple stages, they're laying the foundation in one area while still excavating the other. Shows they're going to be working at a quick pace.

Seems like very quick progress (the construction) to me-- but then, I haven't looked at this thread for awhile.
That one shot along Duke Street made me hungry-- I haven't been to the Duke Street Muse in a couple years. But it's such great food, especially the burritos.

Is there a site plan for this anywhere? We've seen what this thing will look like at Fredrick and Duke, but that's about it.
Really good for downtown Kitchener. Can't wait to see this go up.

Does anyone know if the building will extend to Duke and Scott? Pretty much, what's the deal with the big dirt hill?
Possibly back fill once the foundation is completed?

I used to work across the street from the site. It's good to see something of size going in there. Before, it was just basically a two level hole in the ground with black top on it for a make-shift parking lot.
I realize it's a huge undertaking but it seemed to be going quite slowly at first.

KITCHENER- Lawyers, judges and crown attorneys were recently invited to peek inside Kitchener’s new mega courthouse.
The seven-storey structure going up at Duke and Frederick streets won’t be ready for two years yet.
But a mock courtroom was constructed inside a Kitchener warehouse, and people who will be working in the new consolidated courthouse were asked to pop in and take a look.
“It’s one thing to look at plans, and another thing to see a courtroom,’’ said Waterloo Region’s Crown Attorney Bill Wilson. “It’s very useful. It’s going to be a nice building.’’

The pattern on the precast panels are lovely. I was expecting something a little more detail, like actual brick/stone slabs, after seeing the renderings.
However, because it's so early on, of course, I will reserve all judgment till it's closer to completion. :) Excited to see how it turns out.

This complex is massive. Hope it adds some buzz to downtown Kitchener - the more people living and working the better. I remember the city as being so vibrant in the late 80s (when Market Square, King Centre were malls and there was several cinemas) so it was a shock to see how things were when I went back to Waterloo in 2004. I used to live downtown and go to the suburbs to shop which I thought was odd; however the core seems to be at a turning point now. Hopefully we'll see the return of more retail as the core becomes more populated both day and night. Downtown needs that right balance.
Waterloo Uptown already seems to be close to having that, but Kitchener has potential to be even better.....IN TIME.

Although I like the texture, the grey-beige colour of those precast panels seems bland to me. Hope they don't overdo it, or that the glazing and other finishes pick things up a bit. At least it's not brown brick - at one time, some years ago, I thought Downtown might end up as a sea of the stuff.

From the render at the top of the page, it seems clear that only the southeast portions of the building will have this facade; the majority of it seems to be glass and other, glossier treatments. A good balance, I think.

The faux-stone is only on that southwest wing; the main building looks to be mostly glass (and has yet to be clad with anything, a good sign).

The glass looks very high quality to me.
At least the spandrel glass has some "depth" to it and creates more the effect of glass with blinds/curtain behind it than just an opaque panel. Which is nice and adds texture :)

Which reinforces my point about glass towers: while not ideal, glass usually replaces a much poorer aesthetic choice of materials and hence as a whole they have been a step forward in urban architecture.

I quite like the looks of the spandrel glass. It is contemporary but reminds me of the coloured panels often found on government buildings from back in the 1950s as well.

That is a possibility, but I think that they likely enclose the back-up diesel generators. We'll be able to tell for sure when they run the exhaust lines.

This building seems to be progressing fast....whereas other developments seem to take forever. Mind you, the fit out of this complex could last until 2013. Seems taller than 7 levels but I suppose its the scale and its size that make it seem so massive. It'll have a good impact on Kitchener Downtown.

When I passed by the other day, I noticed that now that the structure is well advanced, you get a much better sense of how large the plaza at Frederick and Scott is going to be - I think it is going to be another nice addition to Downtown.

Was hoping that this project would take the entire block initially, but I'm sort of glad that charming old house has survived at Weber & Frederick. Though it would be a nightmare of shakes and noise to be using it as an office at the moment. Is it currently occupied by a lawyer's office?
Would like to see the building on the other corner come down soon so we can get a better idea of the size of the future public space.

Hmmm... the windows really pop out from the spandrel, which is a bit distracting. I'd prefer the windows to be randomized than those long horizontal strips. But it's way too early for me to decide what I ultimately think about the design so I'm going to wait.
It's certainly interesting to watch this go up!

Thanks for the photo updates. The building is looking great. I like how the windows blend with Market Square....the greeny / blue offsets all the red/brown brick which is so common in Kitchener.
Also, glad they are keeping that old building at the corner....it actually blends in quite well. Gives a bit of small town charm to a large modern complex. Very KW

I actually just drove around the building earlier this afternoon and that was my thought. It looks very plain on the Weber side and the windows look small and quite sparse. Hopefully the finished project shows some improvement.

Large north windows are a great way to daylight because you don't have to worry as much about high solar gain in the summer and direct glare from a low sun angle in the winter.

In Passive Solar Design it actually make the most sense to maximize the windows on the north side of the building as it provides the least amount of direct sunlight. Direct sunlight has a significant amount of glare which is very hard to work in. As a result most buildings with south facing windows have the majority of the blinds closed because the glar is so significant that people cannot see.
South facing windows maximize the amount of direct sunlight and therefore usually are better for exterior facing corridors and places where people do not need to concentrate. However south facing windows to maximize daylighting... so it is a bit of a catch 22.

Last time I got a look at this one, that seemed to be what they were doing: The south facing windows are corridors.
One trick in home efficiency is to plant deciduous trees to the south of your home, and coniferous to the north.
The deciduous trees shade your windows in the summer, and let light through in the winter.
The coniferous trees deflect cold northerly winds in the winter (and don't do much in the summer)

Yes, north facing windows offer more indirect light whereas south facing windows off more direct light - that's why factories used to have those triangular roofs in the uk during the post war era. The angle of the windows would allow good light in without the glare (esp. in winter)...also called saw-tooth or north light roof systems.

They could not have done the mortared stone on the whole building, and the precast panels are at least in a unique pattern. Where the two meet isn't the prettiest join, granted, but they did what they could with it, I think.
The building is close to Frederick, yes, but I think the entrance will actually be facing the square they create when the Duke/Frederick building gets torn down. I'm looking forward to that, it will really help get a feel for the whole structure.

The construction folks have been removing doors and other items that they can salvage.
I think the building is going to come down soon to make way for the courtyard / public square in front of the courthouse.
On an unrelated note...
I love how the concept drawing omits the Galleria building which is directly behind the courthouse and should be partly visible from that angle. I don't blame them as it's not the best looking building in downtown.

I love how the concept drawing omits the Galleria building which is directly behind the courthouse and should be partly visible from that angle. I don't blame them as it's not the best looking building in downtown.
Good to hear that they are about to tear down the remaining building. Can't wait to see the finished product.
The Galleria may not be anything special, but I always thought it was one of the better looking buildings in a city full of pretty ugly office buildings. Faint praise, I guess.

They applied to take down the building last month, just hasn't been approved yet.
A quite solid ring of fencing went up around it today, it blocks off a lane on both Duke and Frederick. Looks like demolition is coming!

The courthouse building in those photos looks like a CGI render. It's the weirdest effect.
Everyone can go home, we have finally succeeded in making architecture look the same as computer animation promoting architecture!

From ground level at that corner, it actually is a surprisingly colourful contribution to downtown. :)
