Recommendation: “That DS2010-031 be approved and that Waterloo City Council approve Z-10-04, 2088166 Ontario Inc. and 2077457 Ontario Inc. for the lands known municipally as 609 Kumpf Drive and 611 – 619 Kumpf Drive in accordance with Section 11 of DS2010-031.”

Executive Summary
The applicant has requested a Zoning By-Law Amendment to rezone the property at 609 Kumpf Drive from Industrial Two-6 'I2-6' to Industrial Two A-6 'I2a-6' with site specific provisions to permit the conversion of the existing industrial building to a multi-tenant office building and to facilitate construction of a 6 storey parking structure at the rear of the property. Additional site specific zoning provisions are requested for the adjacent property at 611-619 Kumpf Drive to implement the long term intent for these properties to function as a single campus-style office development with shared use of the proposed parking structure at 609 Kumpf Drive. Staff recommends that 609 Kumpf Drive maintain the current Industrial Two "I2" zoning with "offices" added as a site specific permitted use. This revision is to ensure these lands interior to the Conestoga Industrial Area are reserved from primary employment and traditional industrial uses, consistent with the policies of the City of Waterloo Official Plan.

Land Use
The property at 609 contains a vacant industrial building, previously used for manufacturing purposes...The adjoining property to the north at 611-619 Kumpf Drive contains multiple office buildings. This property was rezoned in 2002 to facilitate the campus style development, referred to as Waterloo Innovation Park. The properties are currently held under separate ownership and are to be managed comprehensively by Colonia-Treuhand Management Inc. as a single office campus.

Employment Trends
Based on the calculations in Table 1 below, the proposed conversion of the single storey industrial building with 3,808m2 of floor area to a multi-tenant two storey office building containing 7615.6 m2 of floor area would result in significant employment intensification of approximately 8 times more employees than was previously accommodated on the site.

Parking
...When compared to a surface parking lot containing the same number of parking spaces, this 6 story parking structure requires 83% less land to develop.

Transit Planning
Grand River Transit staff expects an increase in ridership of the existing transit route (Route 32) as a result of the proposed land use change and the multiple tenants and additional employees anticipated. In order to improve the quality of service fo the employees of this development, GRT requests that the existing transit stop servicing this development be improved to include a bus shelter and associated amenities. As such, it is requested that the applicant provide the financial resources for the following:

a) concrete transit shelter pad ($600)
b) transit shelter ($6266)
c) transit landing pad ($1500)
A cheque may be made payable to the Region of Waterloo for the amount of $8366.

This project is pretty large, just noticed how far it has progressed when I was at St. Jacobs on Saturday.
